The same thing they decided when they made thee in-console having access to everything rather than what it can play, or saves being tied to memory cards and the only way to transfer them is move the entire game.

Also selling a watered down handheld that can't run everything the other version can, and has months of waiting to get patch supported.

Sony managed to get a ton of money by forcing people to buy memory cards with the PS1/PS2. If they can charge $100 for a memory card that's almost mandatory, then they can knock that price off the Vita itself and make it's pricing look more competitive.

SONY had a choice.

They could sell the PSV at $300 with built in 64GB memory or they could sell it at $200 with no built in memory to be more competitive and let the consumer decide how much space they needed and profit from that.

I buy mostly physical games.
Im glad I could buy the console at $200 and a 16GB memory to use for saves and updates instead of having to spend $300 on the console with 64GB built in memory that would be overkill for me since I buy mostly physical games.

There were a lot of people who saw the $12-$20 PS2 memory card prices and decided to pick up a second one, just in case the first filled up with save data. (PS1 mem cards had 15 "slots" for save data, with each game taking 1 slot or more. PS2 was just raw MB size.)

I think that Sony saw everyone buying up memory cards at the time, saw how much money they weren't getting with the PS3 in comparison, and decided to full jew the Vita as a result.
