PSP can emulate GBA almost perfectly. Also it runs PSone games natively. DS has a bigger and arguably better library of games though, but is very weak in the emulation department.

PSP is literally a PSP, PS1, GBA, and broken SNES all rolled into one package.
As an idort with both a Vita and 3DS, I can tell you that a hacked PSP is literally the best handheld there is.
NES, SNES, Genesis, PS1, GB/GBC/GBA, it can play them all.
Plus it has a pretty good selection of games in it's own right.

Actually DS can emulate up to GBA and SNES if you have a supercars dstwo, it works about as well as PSP. The NES emulator on DS is leagues better than PSP's. I would recommend DS just because of its strong library. PSone on PSP wasn't that good either, in my opinion. I didn't care for it.

PSP 2000 and 3000 have double the ram, so game performance is slightly better. Try to get one of those.

Newer models are lighter and generally better. Nothing wrong with the 1000, but it's pretty heavy for a portable device.

A used 2DS costed $50. You can pirate that shit and have access to the entire 3DS, NES, and GBA library. If you want to play DS games a flash cart costs an extra $15.

The only thing that comes near to a hacked psp is an android device, but they don't have the feel/control scheme of psp so psp wins anyway.

Pick the games you want.
DS has a vastly larger library, but PSP has a number of games which are very good that you'd be missing out on. Also note that DS can play GBA game cartridges (which have a number of good ones) but a 3DS can play all DS games.
DS has way better original games, but PSP is a goat emulation machine. Depends what kind of games you actually want to play.
I ended up buying the last "pearl white" 3000 for £37. I assume I don't have to actually pay for a game, right? In which case, do I need to buy any storage?
