This has been a thing that companies started doing for some asinine reason. Blizzard did it with Overwatch, there was some controversy over an indie game that required it to be streamed before it could be bought, and now it's happening with DaS3.
It looks good on paper to businesses. You send out one copy to some schmuck who will play your game for thousands of people and meme about it and probably praise it. Basically free publicity. But what really happens is it fatigues people because that means they can see the game in its entirety ages before they get a chance to play it and it murders any and all hype and crazy expectations they might've been building internally.
