It's not really fair to compare those two since Steampunk evolved. It was a stale setting that people realized lacked depth, and from it actually good settings like Dieselpunk and Atompunk were generated.
That being said Cyberpunk will always beat any other setting but will NEVER be properly done because there can't possibly be a game where you play in an open HUGE city with fucking multiple strats and 800 stores buildings. Only streamlined games like DE and SS2 manage to deliver due to them being able to show these things in the distance

Dragonfall improves on nearly every aspect of Returns. I enjoyed it a lot, and the writing was enjoyable. The setting is also less tread upon than Seattle, or any other US setting.
Hong kong, even though is an improvement missions-wise compared to Dragonfall (in my opinion, it reminded me more of the pnp), it's shorter, and the matrix parts are different.
Both are 15€ in Steam. If you feel that's too much, they often go on sales. I would recommend Dragonfall at least if you liked the style and setting of Returns, but didn't like the execution.

Synthwave specifically refers to a genre of music but a lot of things that fit the Neo-80s look are called Synthwave too.
