Well it both did and did not. It was supposed to be the very last Rachni queen in existence, so it should not have come back from the dead, even in a engineered slave form.
With that said, it could have been made better by not dropping the queen entirely until ME3. By adding choices in the course of ME2 pertaining to her, it could have made sense.
