They "Tried" with duels. But they outsourced it to that shit company that can't code to save their lives and then slapped arbitrary restrictions on card-listings, fucked up update timers and only offered a small pool of cards. No marketing didn't help and servers were a fucking mess for weeks.
It all boils down to they don't take it seriously. If they took it heart-attack serious and actually developed a game with 6-8 sets worth of cards, multiple formats(draft,sealed,limited,standard,Commander...etc) and had a decent pricing model hearthstone would actually have competiton.

its easier to be f2p in hearthstone as you only need 2 or 1 of each card and you can turn bad cards into better cards with enough time. The game is very F2P friendly.
There is really no way to do that on mtgo. You are forced to put money down to start using it($10 that gets you some starter stuff) and to actually start playing games you have to put money down to buy a deck or to draft.
wizards are very unlikely to make mtgo possible to be played ftp.

You could rebuild the game or make a new game to make it work
If I were to make a game with a F2P / pay for boosters like hearthstone I'd release at as a new game like this:
Release it free with every new player getting a deck builders toolkit of some set and something like 3 boosters
You get a booster of whatever set of your choice per x games similar to hearthstone
Or you can shell out for booster bundles, prebuilt decks, toolkits, basically anything in the magic franchise
Then simply add in an ability to trade cards (or do a hearthstone like feature, fuck it works)
The amount of new players they'd gain from making something fresh, marketed and with a path from free users moving to paying users would bring in so much more dosh for them than MTGO does
The planes would make for a cool RPG too, the settings/concepts are more interesting than most RPGs I see these days
