My PS4 is fairly quiet.
I play with it right next to me as well (on my keyboard tray, which is too small for KB+M but fits the PS4.) so I would notice if it were loud.
It's definatly not silent, but not noteably loud either.
My Xbox1 is actually louder, and that one I actually play from a distance (since it does not fit on my keyboard tray)

I have the same issue as OP. My PS4 randomly gets loud as fuck. I shit you not, it sounds like it's about to take flight. I haven't opened it up yet to check for dust and I'm not sure if it voids the warranty or not. On the other hand, my xbone doesn't make a peep. Can't even hear the fans running.
