It's just not very hard at all. The AI is dumb as bricks like always and movesets in RBY are garbage unless you use TMs (which I did on my own team members). I walked into the league challenge with everyone at lv39, and I even limited myself to 10 each of Revives and Full Restores. I was a little worried after Lorelei made me use up half of those but as it turns out she's the toughest one.

I'd say it's Bulbasaur chosen. Like you said Blastoise is probably marginally stronger than Charizard with that moveset, but Gyarados is also one of the more dangerous team members while Arcanine does jack squat.

however trainer pokemon moves, other than trump pokemon, have their moveset generation automated by checking for moves it would have learned by that level
