It's not a bad section, fighting your way out of the sinking ship as the level you were just in turned 90 degrees was cool. But it added nothing to the story, it was just a detour to add another 1-2 hours to the game.
It was the type of level that would make an excellent bonus mission or even DLC, but it was pure filler in a game with already terrible pacing. Ship section should have been cut and the final area should have been massively expanded.

menial chores
even walking can be filler (look at survival games, open world and the like, even running is a filler there).
crafting is always filler.
drop chance is always filler.
rng is often filler because it turns the game into skinner box simulation and is tied with drop chance (or the chance for you to drop, this time).
and tied to all that, random encounters.
Worst examples of filler in gaming: Taro Yoko games, especially Drakengard. Sometimes these elements can put to decent use, like in Monster Hunter games, or Dwarf Fortress but you need to design gameplay / AI around it first. Make the repetition worthwhile aka not menial.

It's kinda vague because people have different preferences in terms of gameplay, but any segment that fails to engage the player and doesn't have anything going for it (in terms of mechanics, complexity, challenge or variety) is very filler-like. Segments that are palette swapped repeats of earlier parts of the game are most definitely filler.
Pic is sort of relevant. The U3 bossfight in RE4 can be used to illustrate what I mean: It recycles Verdugo's gimmick of hiding and causing QTEs where you have to dodge a blade that comes out of nowhere. The fight is also unnecessarily long because you have to do three variations of the same 'avoid U3 while opening the maze doors' mechanic, and then there is a proper fight with two different stages that takes a while because U3 is a damage sponge. It's a long repetitive fight that exhausts the player's resources and feels unnecessary because it's immediatly followed by the Krauser bossfight and a long ass gauntlet.
