The Vita is a console strong enough to run poorly optimized Japanese games, with a resolution clear enough to see the jaggies. 3DS is the opposite of that, and despite its higher userbase, these type of games make profit with as few as 36 copies sold. PC literally doesn't exist in Japan, I honestly wouldn't doubt if Jap games are made with heavily modified consoles.
