Feral children are 100% a real thing that happens in areas with prolonged disruption to civilization. There are plenty of recorded instances of it and it is pretty damn creepy. Most of what separates us from other animals is how well we can pass down information, and if that chain is broken and a child someone grows up without anything being passed down to them they are running on factory default, basically a wild animal.
