Raiden calls out Armstrong by basically saying he was blessed with wealth, power and what have you, and that it made him somewhat of a hypocrite.
Armstrong then said that Raiden literally started with nothing, and was able to make it where he was today with his own strength and determination, that his birth did not dictate how far he could get in life.
So Armstrong was actually right in a way. However that doesn't mean he is "right" in what he wants to do.
