Because since they added the four-options-only dialogue wheel, Bethesda never has more or less than four options for everything.

Normally they don't actually bother to add many branching choices to their quests deeper than "yes" or "no", so there will be many things which in fallout 3 would have been one dialogue option to say "continue" or along those lines. Bethesda forcibly making themselves have 4 options on the wheel at all times, even when there's only one choice, highlights how stupidly bad they are at providing choice to the player.

The worst part is that every one of those 4 options being the same also quadruples the voice acting cost, which could have gone into paying people to actually diversify the game's options.

It is probably a byproduct of being a game primarily developed for consoles. Skyrim on the 360 would shit the bed with a ton, and the PS3 version on release was fucked until 1.9.

That and how Skyrim was effectively built to be like a theme park where any penalty to the player is like a slap on the wrist. Any modders trying to make it otherwise end up putting so much stress on the game's fragile as fuck scripting engine.

They are almost entirely bandits. The Kahns are the exception, and even if you don't count them, everyone else is still an overwhelming majority. The fucking fiends alone are numerous enough to keep the NCR at bay, they kill and rape everything that moves and are too hopped up to do anything productive all the time. Whether you can do quests for them or not doesn't change the fact that a population that survives by preying on a SMALLER population is gonna go belly-up pretty fast.

And if you can find a Synth that can throw nukes, shoot lasers from its eyes, the ability to disrupt energy fields, and be able to steamroll anything, the BoS would definitely use it.
