That's an object with repeating identical features (the wheel is identical after a full revolution). The wall in that game just uses a repeating texture, that's repeating in such an unfortunate manner that at high speeds it syncs up with the frame rate, and the game applies no blur to compensate, and the developer didn't use a longer period for the texture to avoid it.
