That's open PvP, man. You see a higher level red, you stay the fuck clear and if he still decides to go for you, you call your mates, then he calls his, and you tell every major city that you've got a right and proper scrap going down in the Blasted Lands.
You do NOT try to fight back with emotes or whine about the other guy being higher level. If you didn't want to get ganked, you shouldn't have rolled on an open pvp server.

About 2 years after Nostalrius BC server.
You'll re-sub for the expansion, but you'll level entirely through dungeons. Then you'll spend a few weeks patting away at the first raid tier, eventually put it on farm. You'll get the shits when your guild hands out all the best upgrades to their irl friends. You'll quit and get invited to a better guild because you're still reasonably geared and it's early content. The guild has hard-modes on farm and you're BIS within another two weeks. An irl friend asks you on steam to play some DOTA/LOL/CSGO, or maybe some f2p trash that's just released on steam. You've spent a week or so playing other games. You log into wow and mindlessly jump around pillars in the city, there's no new content. You queue for a BG or a dungeon, but alt tab while waiting and miss the queue. You type cbf and /camp faster than you can think, like a motor reflex. The cycle repeats.
