A block is a data size determined by the hardware manufacturer. It's mostly irrelevant to the user.

ps2 measures memory card info in MB instead of blocks. Gamecube is confused by this and later asks her father (nintendo) how many blocks are in 8MB (1000ish). So she strains herself to get a larger binder (memory card) so that she can look cool to ps2. It's a part of a running joke that gamecube-tan wants to be ps2-tan's rival but is horribly out of her depth.
