It seems unlikely this refers to Kb+M, given that anyone capable of building a PC has the intellect to comprehend you can use a controller on PC.
One should remember that PC players are, on average, more skilled than those gullible enough to be tricked into becoming console owners.
Perhaps the console version has been dumbed down to avoid the constant whine from professional reviewers that the souls series is unusually difficult.
