Weapons change up how you help your team. Being able to equip two weapons would allow you to cover too many situations, thus reducing the dependency on teammates to be balanced and know their roles.
Probably everyone would just take a "kill" weapon, and a "painting" weapon, then just switch depending on if they see enemies.

Stealth based is already kinda in the game with the hiding. Damage is so high in this game that increased damage from behind would be pointless anyway... shit dies in 2-3 seconds at most anyway, and movement is frantic enough that I doubt it would be useful.
One thing to change shit up would be a slow weapon that has a shield in the front that blocks incoming ink. Not covering the whole character, but make body shots much harder.
