Objectively how good is watch dogs?

Shooting and action in the game is pretty nice, but driving is awful and while the city looks really cool and it's nice to just walk around the city and murder people you don't like, it's really empty.
It suffers from the same thing as Sleeping Dogs, the city is really cool but it's very clear it is there just for the main quest.

If you can get the game for under $10 it isn't terrible. Some of the later missions are absolute garbage in terms of how aggressive the enemies are and there are "boss" fights where the enemies are just bullet sponges, complete with unskippable cutscenes you have to watch when you fail.
Ditching heat when you're in a car is also really annoying. All the enemies can shoot while driving but you can't so your only way to lose them is to use your hacks to instigate takedowns which will only get one car each time. And if you have a helicopter following you, god help you.
