In Persona 3/4 and most of the other SMT games, the game uses a level-number based system to determine everything, including the amount of exp you get after battles. If your level is lower than the enemy's level, you actually get more exp than normal, and if you're a higher level, then you get less experience than normal.
Meaning if you're under leveled, the game catches you up, and if you try to grind, you get diminishing returns.
Meaning the game actively discourages you from grinding.
P2, however, uses a slightly different system which requires you to find enemies and grind on them to get cards through negotiation which will unlock the ability to buy personas, meaning that you have to go out of your way if you want to utilize the system. All the while, all enemies at any stage of the game give you very little exp to work with. Encourages you to grind.

It's very demonstrable. It's most noticeable in Persona 4 which requires you to go through the same area once you complete it, and the enemies are doing far less damage than they should be for a simple 5 levels above their normal level.
You can even observe it in SMT 1 from the beginning. If you pile in all your stats into strength, even though that should be an endgame number, your character will on average only do about 10 more damage than the same character who put his stats equally across the board. The actual formulas for calculating all this shit, much like Pokémon, use the character's level to determine things.
