David Hayter has to be the biggest overblown ego in the video game industry. First he wants to play Snake in a live action movie, and now this.

Anybody who knows the character knows the gruff voice. In that respect, yeah Hayter shaped the character. And there's definitely something to be said about an actor knowing and loving his character and the world it inhabits.
That said, he's absolutely not crucial to the series and it could be argued the role suffered from some of his later performances. What we heard in MGSV was some underused but rather stellar work. It's hard for me to think "Big Boss" without Kiefer now despite the lack of lines the guy had.
Quality > all else.

Quantity doesn't matter, the question was an actor as associated with a character and as relevant as Snake. When people think Dante, they think of 3/4 and the Reuben voice, just like they "Dan Southworth" for Vergil...although his name is less recognized than Reuben's.

It was Reuben and one of the guys at Capcom. Dan and Reuben both tried out for Dante. Reuben spray painted his hair white and got it, Dan was told at the end of the audition he'd be Vergil and he didn't need to reaudition.
Similarly, Reuben had to reaudition for 4 because they saw him too much as "Young Dante". JYB tried out for Dante and got Nero.

That's quite common for Capcom. DMC4 got Japanese voices just less than year ago with SE. First DMC game with Jap voices. Dragon's Dogma got Jap dub only with Dark Arisen. RE original voices are English as well.
Yes, what a mature 48 year old Big Boss truly needed was the high pitched caricature comical voice of a one trick man, who thinks over-emphasising the last syllable of every sentence and constant grumbling to convey emotion is good voice acting.
