Because of the math that processors are crunching to produce the shadows dynamically off every object. The best part about Hitman is they do both Dynamic and Baked shadows so if you drop "Shadow" quality to medium but keep "Shadow Maps" to High you will barely even notice the dynamic shadow resolution drop.
The best shadows are when you don't notice them. Trust me you remove shadows you'll be fucking amazed at how terrible games look.

Turning off ambient oclusion ensured I get 50-60 FPS.
Other settings are lowered, but the game looks practically the same maxed out and with all lowered.
Games are getting so much more demanding by the year and they don't even look that good.
Mirror's edge runs on a fucking toaster with maxed settings and it looks amazing.
Granted it's basically a corridor first person runner but it's still much more visually impressive than most games nowadays.

GTAV's shadows seem to have no impact on performance at all for me, even with the fancy settings turned on.
