Yeah, but it's really difficult and has a decent chance of bricking your device.
The newest process also takes several HOURS to hack. I was interested in doing it, but I'm gonna hold off on purchasing a N3DS until it's cheaper and the hacking process is a few simple steps.

You should get a New 3DS, as it runs some games better, and some games are exclusive to it.
Get either the XL or smaller model, whatever you preference is. I prefer the XL. They display things at the same resolution, so the larger screen won't be as sharp (much in the same way that a 32" TV is sharper than a 42" TV).
