What are some good videogames that will run on a toaster with proper tweaking? How low can you go in terms of specs?

There is Breach&Clear, a modern version of this style. But it is barebones and just doesn't feel right.
I had it on my phone, so I don't know if the PC version is better in some ways? I can't imagine how it would be different

Hell, if you're cool like me, you can play Fallout 4 with about 7FPS in combat, you get used to it eventually.

My old PC used to be extremely high end back in 2007. It still works perfectly fine but it can't run anything decently past skyrim

Last week I played Sonic All stars Racing transformed on my shitty laptop (was at home for spring break). I ran on low settings and averaged around 20-24fps at best, 12-15 at the lowest. Still managed to do a lot in the game, but after playing it on my proper rig I can't go back to that.
