Fallout's strengths are its roleplaying mechanics and dialogue system. I already know that both of those are worse than in Fallout 3. No amount of weapon tinkering or tedious base building can make up for literal downgrades of essential features. Even the voiced protagonist waters down the roleplaying aspect because the game is choosing for you what your character sounds like. You aren't allowed to imagine it.
