It's just a pretty mediocre fighter by people who wanted to copy the genre without understanding it.
For example there are almost no overhead attacks and they're all hugely telegraphed, so blocking low is 100% safe.
nearly all your options cost a ton of meter, so they're not worth using.
It's not even worth it to find combos since you can do almost as much with the auto-combo you get by mashing light-attack.
Plus if you're just a Jojo fan and want all the costumes and taunts, you have to spend hours on a terrible F2P system where they randomly drop from pointlessly easy AI opponents.

I would love to see an ASB 2 but I don't think CC2 are competent enough with 2D fighters to make it good. They have their niche, they make casual over-the-shoulder arena fighters and they're good at it. Although ASB was admittedly pretty solid for a first try. Had some nice ideas and every character felt unique.

I don't think the overall style of the fights changed much from Part 2 to 3. Even in the Ripple era they were all about strategy.
Part 3 really hits it home. Jotaro is pretty much canonically the highest power level but all the drama comes from exactly how he can get close enough to insta-kill them.

None of his opponents in SC are vampires (other than Dio, who he tries to use it on). Hamon is a vampire killing technique, when it's used on a human it only gives pins and needles, or makes them faint if applied for several seconds. That's time that you really don't have in a stand battle.

This, Johnathon was a very capable melee fighter and he didn't even have access to a stand. He mastered Hamon pretty quickly as well, plus you can see he was tactical in combat situations since he used Hamon in really creative ways.
Honestly in terms of creative with Hamon, Joesph was probably better but Jonathon overall was way more proficient in martial arts compared to any other Joestar. He also looked like Ken from Fist of the North Star, pretty sure the creator said he got the inspiration from Ken to design Jonathon.

The secret mission requirements are absolutely brutal, particularly the one where your controls are reversed, but it's a fun enough game. Part 4 has a really lax atmosphere so the stand user of the week shit is much, much easier to swallow. Part 5 is basically Part 3 again, and Part 6 flip-flops between great and miserable.
Part 7 is also stand user of the week, but it's hidden very well once the first half is over and the plot kicks into overdrive.
