Oh, and if you're using menuhax, be sure to open menuhax_manager from within emuNAND (easiest way is through the home menu HB launcher). Once you are in the HB Launcher (NOT from the ctrbootmanager list) open menuhax_manager.

You can play DS games providing you have the game or a flash cart. No way of pirating DS games yet and will probably never happen.
GBA games, providing you're using emuNAND, need to be installed on both sysNAND and emuNAND for it to work. If you're using cakes though you can't play gba games because it doesn't support the patch for it.

There are guides that work 100%, but no guide that will work if you cannot follow directions to the fucking letter. Hacking your 3DS properly can take hours, sometimes up to 8 hours or more depending your luck getting certain tools to work. It requires tedious backing up and reflashing firmware. It's not a simple process for anyone to do easily. Add to that if you miss a single steps it's incredibly easy to brick it completely.
Some people will come in here saying it's easy and/or simple, but it's not for most people. If you're comfortable buying your games, there's no benefit to hacking except playing region free games and playing fan translations and uncensored games.
