Morrowind didn't have sculpted/procedurally generated faces, so there were just a handful of heads per race and sex shared across the 3,000+ NPCs in the game. They ranged from decent to average to really bad. Most bosmer females were cute. There was one cute dunmer female face. Imperial females were almost universally ugly. There were a few cute breton females, too. Bosmer males were meant to be ugly by design, and they accomplished that with flying colors. Nords of both sexes were meh. There was one cute redguard female face. Everything not mentioned was ugly or average at best.
