An arbitrary rating system. It really has nothing to do with protecting kids and has everything to do with saving face and marketing. Proof being in America games with extreme violence and gore get 17+ ratings and can be advertised to all audiences on major network television while if there is even a whiff of pubic hair or if things get too intimate then the game is barred from marketing on TV and shit cuz it's considered pornographic, even if say the characters fell in love and do what people do when they're in love.
Same shit happens to movies. It's all arbitrary shit with a small chosen council of people they call a "representative majority" who screen things to see if something offends them. Often there are members of clergy and the military at these screenings to make sure these prices of art don't fuck with the image they're trying to create or maintain. Watch the documentary "This film is not yet rated" to get a peek at how much a marketing business the rating system is actually.

Hatred got that rating as a slap on the wrist for not playing by the rules of marketing. They just did a viral campaign and glorified the whole loner edgy white mass murderer shit and that pissed off Americans and marketing companies cuz it makes them look like violent porn peddlers. Movies in general are more daring than games in general. For example there are a ton of mainstream movies that feature nudity+gore+racism (like nigger, games are still afraid of that word). Does any game have all those 3? GTA 5 is the closest I can think of, but it doesn't have any real gore.
