GoG has been doing this since they were good old games, I don't think steam will ever do it. There's too many people for this to work on steam, the close they ever got and ever will get is the timed winter sales where the games change every 8 hours or so.

I used to know that feel. I'm a student but the thing I'm studying is hardly very time consuming. I have plenty of time so I can play almost all day erry day but for a long time, I just didnt have the will or the energy.
These days its better. I have this little system for gaming. At the start of the week I'll take a three or four games, which usually have some common theme or gameplay mechanic, play each of them for a short while and pick the one I liked the most. Then I study/read Monday to Wednsday and then play play the game Thursday to Saturday. Not playing all the time gives a little something to look forward to.
As for getting the energy/will for gaming, something that worked for me was to just be a little brutal towards myself: "What else are you gonna do tonight? Browse the web? Again?"
