You can downgrade from 10.7 (or, hell, any firmware) to 9.2, the last fully exploitable firmware with a copy of OoT3D.

The OoT3D cartridge will give you access to the Hombrew Launcher; from there, you can run SysUpdater to downgrade to 9.2.
Make sure you grab the proper firmware files, however. The actual downgrading is the scariest part, and you can (and will) brick your console by downloading incorrect files.
