The option is just there so IW could say "Well you didn't HAVE to do it, we warned you". Which already gives this scene more impact than the entirety of Spec Ops: The Line.

I think the idea of "How bad could it be?" mindset and the game then literally throws you to shoot up an airport was a cheeky move on Activision's part.

No. You didn't even need to fire a shot until the Russian military arrives. It was pretty surprising when it came out, yes, but there wasn't any real need to skip it. They gave you so many chances to not play it and you technically don't even need to be active in it.

Oh man thanks for reminding me that the German version would instantly fail the mission if you hit a civilian.

They should have at least added an easteregg where you instantly win the game if you shoot Makarov.
