It was the villain doing it which framed it as satire, and it was done in such an over the top fashion that it clearly wasn't a message direct from the developer to the fans. They knew what they were doing was going to piss off hardcore autists who wanted more of the exact same, and instead of trying to placate people who would obviously hate the game anyway, they decided to make light of it.

The vehicle building is wonderful, the world concepts are nice, the hub made a decent use of platforming and vehicular movement, the music was good, the game looks gorgeous to this day, and the online was functional.
The music, vehicle customization, and Klungo's ironically shitty platformer that's prone to freezing.

Just because it was intended to be humorous doesnt mean it was done well given the time.
The ending. It sets the series up for Banjo Threeie. Kazooie literally gets all her moves back.
Will it happen? I believe it will, after Rare Replay. One day. Will it be good? Who knows. But I guarantee you the next banjo game on Xbox will give Kazooie her moves.
