ME 3 should have been all about preparing in the first quarter, surviving the first wave, then turning the tide.
Cerberus and the Alliance now occupy the alternative choices of humanity first/unity first whenever you have to make mission related priorities and choices

Fun fact: he was intended to be gay from the start, and they even recorded gay dialog for him and Shepard in the first two games. It's why military commanders bring in people with diverse lines of thinking in terms of strategy so that multiple considerations are taken. An army that only fights in one way will eventually be circumvented.
