Ability pruning and balance-heavy expansion mindset.
Blizzard wants to make the game more casual and less confusing so they remove abilities, and in order to prevent shit like pvp or individual classes from becoming way too powerful they only add in a few abilities each expansion.
Least that's what i pick up from having played it for around 9 years, it's always been the same formula. (everything ends up being imba anyway, you just have less abilities every time)

You're nearly there, just do quests till lvl 15 and you can do dungeon raids with other people, which is super fast leveling.
It's what I did and I did it in about 4 hours total.

Yeah it's a grind and a lot of walking, but you can do it anon. I played hunter and mashed tab and killed mobs while walking from quest to quest so it wasn't so bad.
Also put on a movie while I grinded for the hero which made it more bearable.
