He's the main villain of the whole series. Had he not launched that nuke, MGS' story would've ended at MGS3 and installment that took place after it would've never happened.

If you consider that the Patriots ended up being the evil that everyone was trying to stop, he was actually fighting against them before anyone else. In fact, the villain in each game is usually the 'good guy'.Skullface was trying to kill Zero which would end the Patriots. Big Boss, Liquid, and Solidus were all fighting the Patriots by the time Solid Snake was around. The only real villains were Hot Coldman, Zadornov and Pacifica..

Why though? They didn't even cause any problems until Volgin launched the nuke. Hell, they did the opposite, in fact. They told Zero's team to unfuck the situation by killing the Boss before the nuclear war had a chance to kick off.
