To be fair, outside of some standouts like Arthas, Warcraft's biggest selling point has always been its concepts and its world.
The general WoW playerbase may not know exactly who Lothar is, but they sure as fuck know what Elwynn Forest looks like. They know what The Dark Portal looks like. They know what Ironforge looks like.
Crafting that aspect is arguably more important than creating memorable characters.
And hell, again, that's what worked for Avatar. People were suffering from depression that they couldn't live in Avatar's world.

The look of the CG isn't what's worst about it. The fakeness came from the way it was all framed.
You watched them, and you'd see people standing around, or slowly meandering from place to place, all because they were in small as fuck sets covered in blue screens, but sometimes the CG would just completely take over, and there'd be this fuck load of movement that was completely jarring, and made you realize shit could actually happen.
