GTA has rarely (GTA 1/2) ever locked off parts of the map unless you're counting interiors, and even then those are pretty unimportant if they're small/cramped because people can see you on the map

you just got a 4-6 star wanted level for venturing outside of areas where there were missions available as a way to prevent you from feeling overwhelmed

they didn't do that in V because they assumed the game would overwhelm players long before they even explored the entire map
