Tetris rights are distributed to different companies in different regions for different time frames.
A few years ago only EA could make Tetris games in the west, now Ubisoft has the rights. PPT is a Sega game since they have the rights for Tetris in Japan.

SEGA is getting better lately, they're releasing Yakuza games and Miku is doing really well for them too.
They had a press release last year announcing their commitment to PC ports too which we've seen with games like Valkyria and Jet Set Radio coming to Steam and doing well there.

So what's the better of the three options here?
a) Make a game that looks like candy crush so casual mobile players might download it and try it out at least once;
b) making a game that's niche and very japanese so that casual mobile players see it and have literally no idea what it is so they pass it up; or
c) not localizing it at all and missing out on a huge potential casual mobile gamer market.
As a weeb gamer I know the option you'd go with but from an advertising and marketing standpoint the first choice is CLEARLY the best option. I don't have an iphone but I have an android device. Supercell (clash of clans/boom beach/clash royale) have three games in the top 15 grossing. King (Candy crush etc) has three games in the top 15 grossing. There's no way a developer like Sega with a large mobile division would put out a free to play game into this market without a catchy name and cutesy food-related visuals.
I'll tell you though, I guarantee that in the next couple of weeks or so, Sega will put out a Clash Royale clone skinned after Gain Ground. They should, anyway. 2-player tower defense is going to be THE most cloned game on the market in the coming months, thanks to Clash Royale being #1 for almost two months solid in terms of top grossing game on both the Android stores and the Apple app stores.
