You run into the same issues as games built around gun combat that have OP weapons with extremely rare ammo.

If the setting justifies it I can get behind it. Mass Effect doing a lite version of Dune's personal shields was interesting enough at least from a lore standpoint. Bloodborne's take makes perfect sense: Enemies are either dulled to pain, so overwhelmingly large, or possessing such abnormal anatomy that punching a tiny hole through them isn't near as damaging as cutting off/bludgeoning in an entire section of them.
