Keep in mind, IGN was playing at only 1080p with an i7 4970k and a GTX 980 and the FPS was hovering around 50 the entire time, and had several dips to 30.
Options are pretty much the same as DSII's, no surprises
As for performance, there's a good chance that it's an earlier build and that the obligatory day 1 patch will improve things, as will GPU driver updates, etc.

Not necessarily, since no version of the Dualshock has ever been officially supported on PC while both 360 and bone controllers work natively they'd just use the button icons for the controller 90% of the PC players are likely to use. PS4 SDK also makes it simpler to publish a PC build than Xbone's SDK from personal experience so there's a high chance it's not the bone version.

It's probably a custom post processing method that doesn't have degrees. Or it's FXAA and there's no reason to use anything but the strongest version of it. I don't know why people still get upset at this. MSAA is still used a little bit but it's apparently hard to implement in deferred rendered games. More games need to have built in SSAA options.

I don't even know what you're trying to say or how Nvidia has anything to do with msaa or ssaa implementation.
Another thing is that devs need to stop using screen space garbage and come up with other methods of doing ambient occlusion and reflections. Sniper Elite 3 already has obscurence fields for ao on character models but I'm not sure if that would work on the environment.
