I really liked him as well... the whole motive and all the terrible things he did with his sacrifices really hit me back in my PS2 days.

I replayed the whole series a month ago so I know what I'm talking about. No nostalgia for any of the games either. A horror veteran, have played pretty much all there is.
So I'm as objectively subjective as possible.

Maybe underrated was a poor choice in words, more largely forgotten. Never pops up in lists of great antagonists yet he's one of the most disturbing while remaining sympathetic.

Explain his schtick and I'll tell you if he's underrated or not.

Which is, not incompletely, but largely unwarranted.
On average, you spend in any SH zone 1/4th of the whole gameplay (most games consist of some 4 zones) of some 2hours. The same can be said for SH4, where you usually spend around 30-90 minutes in every area on the first walkthrough and then the remaining 90-30 minutes on the second walkthrough.

you are there only once, and I would argue that it's more of a 'let our imagination go wild' showcase, with each room telling its own story

He was one of the better parts of the game, story wise, the focus certainly didn't feel like it was on Henry, because of him being asocial/introverted. I feel bad for him though, the way his parents treated him, that you can hear near the end of the game through the figures in straitjackets, and the brainwashing the cult put him through.

There's also some references to him in Silent Hill 2, and even 3 I think.

Yes, you play as Henry, and he does a lot, but he's more of a means to an end.

SH4 was at first supposed to be a total spin-off where they wanted to break away from the, at the time, stale formula of the main titles, and try something different (but it was supposed to be a SH game from the very beginning).
In SH3 is a news articel about the Hope House or whatever was the orphanage called.

That's why, even though Walter is a terrible person who does terrible things, story wise I found him much more relatable. And his ending was more satisfying too, instead of waking up in a hospital and visiting Eileen.

The happy ending was just too dry for me, because of the characters and their development, or lack thereof.

I never said anything about realism or cult magic being improbable, just that the game's story and a lot of the game's design was fucking stupid. never said there isn't stupid shit going on in the world, and I have no idea why you think it would relate to this game. also that mass suicide was late 70's or early 80's and it was a big mess of political tension and religious dogma.
