Eh, people are dumb if they seriously thought there wasn't gonna be some kind of revamped PS4 since the last 3 consoles all got revisions. That said, sounds like this one's pulling a New 3DS. Also, R&D on console development never stops. I guarantee you that this supposed "PS4.5" notwithstanding, Sony's been at least bouncing ideas on a PS5 for some time now.

I imagine console generation will move to a 3 year lifetime, instead of 7 - 8 years. Perhaps they will begin to streamline their design a bit, in lines of iPhone or Galaxy smartphone releases; games will work be designed for the current generation, and easily downgraded to previous generations.
I do not know exactly that's gonna work, but I know Apple is trying to promote this way of game design with their own API, Metal. I imagine the advantageous aspect of this, is that you get the optimal performance, hardware wise compared to PCs, while still keeping game development across current and past generations easy and minimize costs.
Also, there is a lot of profit to rake in by switching to such a more streamlined and frequent generation release.
