Well, designs aside, keep in mind that SNK characters usually accomplish something in their games. They even age in some cases, like Terry in Garou, and have children, like Kim. SF characters rarely change and rarely accomplish anything. Chun is still after her father's murderer, Ryu is still battling the Satsui no Hado, and Shadaloo is still at hand. Even in the one game where this isn't the case (SF3) Ryu still accomplishes nothing, Chun has an adoption home (some development,) and now it's just the illuminati instead of Shadaloo. SF characters are static while SNK can afford to change whatever they feel like.

I don't have a problem with SF designs in general, at least the historical ones. They are classic. What I do have a problem with is how they're trying to refurbish them lately using western design values. It's like they secretly hired UDON to handle them, so it seems too western comic bookish in what they're doing, and it kind of really sucks balls. Western design philosophy doesn't seem to appreciate aesthetics so much over just something ridiculously campy or over the top and they try too hard to stray away from the original look just to call something their own, merely for the sake of standing out rather than just adhering to good design principles.
Design philosophy in KOF is a little more at home, even if you don't like Kyary, but I'm sure there's plenty of other designs in KOF and other Japanese games you don't like, either. But imagine if she was designed by UDON instead, then you'd definitely want her current look instead.

Well, when Capcom's original designers like Akiman worked for them, it was clear they had some kind of inspiration which gave them the basis for the characters they have now. But the current employees just don't understand what those previous artists were doing, and don't seem to really give a shit, either, as long as it panders to some trugangsta4lief FGC types who would think it looks "kewl" like the power level fanfics they read that strip the character of everything that builds that character into who he or she is and just turns him or her into a plot prop.
It's also true that the SF characters tended to be static throughout the years that they never changed, but current designers are overcompensating when they try too hard to change from that path that they overshoot the target.
