I got a new computer a few months ago, 960, 8gbs RAM, nothin' special. I was playing GTAV with some friends and while I was driving around it instantly dropped from solid 60fps to 15, with exactly the same settings, I exit the game, reboot my computer, etc., same thing. it's also happening with games like Witcher 3, Fallout 4, all he other high-end titles I've got are running like horseshit, I checked on Speccy and nothings over heating, what would be causing this shitty performance?

Speccy says the GPU is at 60C and the CPU(i5 4690) at about 65-70.

its ur VRAM OP. as soon as it starts to hit the top end, ur gpu performance will go down the shitter.
lower ur graphics settings and check your vram usage, tinker with the settings till you find a suitable range where it won't tank your fps

I have the 4gb version of the 960 so i really doubt that's the problem, and GTAV has a little slider that tells you your Vram usage, while it's probably wildly inaccurate, it only says it's 1/4 full.

if you don't have precision installed, your GPU fan(s) are prolly running about 35%.
once your card hits <insert temp> it's down-clocking itself so it doesn't burst into flames causing a horrific house fire.
Maybe your power supply isn't high enough? Are your cables attached properly? That last one caused some performance issues on my end. I plugged them in correctly and gained a lot more performance on most games.
