The thing is, the game isnt scifi in nature, but more modern military. The Green Poison and followup events are actual plausible occurrences which exist within the realm of medical/terrorist possibility. While Zombies would be great, it wouldnt fit in this setting.
The bandits and combat in general is far too sparse. Not enough large scale things going on outside of player driven events in the DZ. Feels like all im doing outside of it is walking between clearly designated spawning zones for a tight knit pack of bandits.

I like the game a fair bit, but it would have served better for the gameplay to evolve a bit beyond just shooting and cover. Never really an introduction of new mechanics or ways to really approach the game. You could argue skills do that, but I disagree. Even on challenging it gets boring pretty quick now. Not much else to do outside of challenging missions atm other than Dark Zone, but the rogue system is so punishing it's not really worth it to PvP.
Had a lot of fun with the game, but i'm not sure there's anything else for me to do really.

Well, looters are just dumb fucks, and there really aren't that many of them, but they exist in any disaster. They're probably the ones that make the least sense since they will actively fight and rush police/army, when real looters would just run the fuck away from anyone else with a gun.
The Cleaners are basically just religious zealots who feel the world needs to be purged.
Rikers are a whole fucking organized chain gang that wants to stick it to society for daring to lock them up, which is actually fairly reasonable since a lot of dumbfuck prisoners actually think like that.
LMB is a PMC that got abandoned and is just trying to enact martial law on their turf, mostly succeeding. They didn't really get much into it, but I assume they directly fight the JTF due to the JTF hearing about their 'join or die' bullshit and just coining them bad men from the outset. That and some semblance of 'government support' by the rogue agents they've got telling them what to do, who probably lied about being rogue.

That really got me too. Like nobody even mentions how morally weird the whole situation is. You're a contracted agent working for a paramilitary organization, swooping in after the city has been shut down for like a week, and you're just running around murdering random looters at your own discression (remember most of the looterd aren't part of any formal organization, they're just citizens with weapons), and nobody really questions it.
What seperates the JTF from the cleaners anyway? Both groups are going around trying to "save" the city by just out and out murdering people on the street. It would make for some really interesting thematic stuff in the story but they never fucking bring it up.

The looters thing is weird, yeah, though in-game wise they will shoot/attack you on sight. As for the difference between the JTF and Cleaners, the Cleaners constantly kill civilians, anyone not in a hazmat suit is the enemy. JTF sets up aid centers and supply lines, does mercy drops, set up and operate safe houses that hand out food/shelter, etc etc.
The only weird area is the difference between JTF and LMB, LMB seems like an organization that'd be pretty willing to enter the government fold and establish order in the city, but instead all we do is try to kill them, and the rogue agents probably steer them towards trying to kill us, but it's never really delved into.
