You have to "activate your agent" by interacting with a computer. However, it's in the tutorial hub which is a tiny room. Your forced to be online and there's no passing through other players so people were forced to form queues just to start playing.
They fixed it quick, but nothing makes you sadder than seeing people with the self control of a six year old make everyone wait for another dozen minutes because they can't handle not actively shooting something and rushing up to collapse the line and make everyone wait another 30 minutes.
