Wisp isn't good.
all his abilities do is amplify the strength of some other hero on your team. If that hero is great, wisp looks better, and if they suck, he looks worse.
Put it this way; there's no way you can carry a game as wisp, even if you're 3000 mmr above everyone else in the game and are relocating all over the place dropping your carry into the perfect spot, because your hero is entirely reliant on his team to actually do anything

Wisp is like TF2 medic. Does great for helping late game carries survive early to mid, but you're so squishy that you're more likely to die because you forgot to turn off your supercharge skill somewhere in level 7-11.

It's a dude that plays mid wisp I think, he uses the spirits to dominate mid and get early levels, then he teleports to gank lanes kind of like a Nature's prophet. Also he seems to have some neat trick where he teleports onto people with his 5 spirits about to expire so they all explode on them at once for burst damage. Also you can teleport back to fountain for free bottle refills.
It's just that it requires you to be active around the map and have a cooperative team that wants to end the damn game without being 6 slotted so unless you're a god at Wisp you won't be able to do it.
