They had enough money to localize it and make physical media and didn't have enough left over to actually advertise it? I doubt that. There's squat in the way of media coverage and the Aksys website for the game is essentially nothing; it doesn't even contain a link for a trailer FFS.
The only logical conclusion is that it stinks to high heaven.
