Sales for all current gen home consoles adds up to 35.266 in Japan between 3 systems. PS Vita and 3DS combined sales add up to 53.910 between 2 systems. And this is without considering celphones.

Hardware that is weaker than budget android phones and Americans have less reasons to play mobile consoles. If you commute by driving a car you can't play a psvita on the way to work.
Basically most of the time Americans want to play video games they can easily use a console or PC instead.
